The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Colonel Nels E. Anderson (MCSN: 0-16044), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with friendly foreign forces engaged in armed conflict against the Communist insurgent forces in the Republic of Vietnam from 6 July 1966 to 23 July 1967. As Senior Marine Advisor to the Vietnamese Marine Corps, Colonel Anderson provided advice and assistance in advancing the combat capability of the Vietnamese Marine Corps. He implemented an expansion plan for the Vietnamese Marine Corps and assisted in preparing detail plans for reorganizing the Marine Brigade into a Marine Division. He increased the amphibious capability of the Vietnamese Marines and his close supervision and control of the United States Marine Corps advisors during an important joint operation was instrumental to its success. Colonel Anderson administered construction funds and assisted in the smooth transition from Military Assistance Program funds to Military Assistance Service Funding. He coordinated and directed the advisory effort to the Vietnamese Marine Corps and supervised the United States Marine Corps advisors. Colonel Anderson’s inspiring leadership, devotion to duty and outstanding professionalism significantly increased the combat effectiveness of the Vietnamese Marine Corps and were in keeping with the highest traditions of the United States Naval Service.
