(Citation Needed) – SYNOPSIS: Machinist’s Mate Third Class Michael Congdon, United States Navy, was awarded the Navy and Marine Corps Medal for heroism at the risk of life on 26 May 1998. On that date, Petty Officer Congdon found Connecticut resident Johnathan Vitale in a semi-conscious stupor, near death, and being burned alive in flames from the waist down, and Vitale’s comrade dead nearby after being jolted by 7,000 volts of electricity. Smoke was everywhere and flames were spreading, inching their way closer to a big truck full of dynamite. Pulling off the road to investigate the scene, Petty Officer Congdon ripped off his dungaree shirt and doused the flames on Vitale, then rolled him further from the spreading flames in nearby grass.
