The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Bruce Brittain Blum, United States Navy, for heroism while serving as Commanding Officer, Naval Reserve Center, Williamsport, Pennsylvania on 1 May 1986. Lieutenant Blum displayed exceptional courage in rescuing Mr. Robert J. Rudinski from his burning automobile. Being awakened by the sound of a car crash near his residence, Lieutenant Blum immediately proceeded to the scene of the accident. Without regard for his own personal safety and fully aware of the personal dangers involved, he unhesitatingly freed the trapped driver from the automobile and moved him to safety. By his courageous and prompt action in the face of great personal risk, Lieutenant Blum saved the driver from almost certain death; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
