    The President of the United States of America takes pride in presenting the Navy and Marine Corps Medal (Posthumously) to Lance Corporal Timothy Billy, United States Marine Corps, for heroism while serving with Guard Company, Marine Barracks, Hawaii. On the morning of 9 October 1977, a brush fire broke out at Naval Communication Area Master Station, Eastern Pacific, Wahiawa, Hawaii. Volunteering to assist fire units from Schofield Barracks and the Naval Station, Lance Corporal Billy and several fellow Marines were directed to locate and extinguish small fires. After extinguishing several fires at the edge of a 100 foot ravine, Lance Corporal Billy and his group moved down into the ravine in an attempt to contain the fire below. As they worked, a shift in the wind occurred forcing them to abandon their efforts and climb to safety. As they reached the top of the ravine, Lance Corporal Billy noticed the absence of one of the group. With complete disregard for his own safety and fully aware of the personal dangers involved, he unhesitatingly proceeded back down the smoke-filled ravine to search for his fellow Marine. Lance Corporal Billy’s courageous and unselfish action in the face of great personal risk reflected great credit upon himself and were in keeping with the highest traditions of the Marine Corps and of the United States Naval Service.
