The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Dental Technician Second Class Gordon Lynn Bailey, United States Navy, for heroism while serving at the Naval Dental Research Institute, Great Lakes, Illinois, on 13 September 1980. Upon seeing a shipmate who had fallen into an extremely turbulent pool of water at the foot of a waterfall on the Wolf River and whose unconscious body was being tumbled about in the undercurrents, Petty Officer Bailey, with complete disregard for his own safety and fully aware of the personal dangers involved, unhesitatingly plunged into the cold and turbulent waters in an effort to rescue his shipmate. Petty Officer Bailey managed to reach the victim and helped carry him to safety. By his courageous and prompt actions in the face of great personal risk, Petty Officer Bailey undoubtedly saved the man from drowning; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
