William Powell graduated from the U.S. Naval Academy at Annapolis, Class of 1893. He served in the Navy during the Spanish-American War, and was commissioned a First Lieutenant in the Marine Corps in 1899, with duty in the Philippine Islands and then in china. He served as Assistant Paymaster throughout much of his career, including World War I. Upon retirement in 1942 after 35 years of service, he was promoted to Brigadier General on the retired list.

    Marine Corps Orders No. 26 (June 27, 1921)

    The Secretary of the Navy takes pleasure in transmitting to First Lieutenant William Glasgow Powell, United States Marine Corps, the Brevet Medal which is awarded in accordance with Marine Corps Order No. 26 (1921), for distinguished conduct and public service in the presence of the enemy while serving with the Second Battalion of Marines, at Tientsin, China, on 21 June 1900. On 28 March 1901, First Lieutenant Powell is appointed Captain, by brevet, from 21 June 1900.
