    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Penrose L. Albright (NSN: 0-321972), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Department of the Navy and to the Judge Advocate General from January 1957 to March 1971. Captain Albright’s interest, enthusiasm, leadership and professional abilities have significantly contributed to the viability and success of a number of important programs and interests of the United States Navy and of the Naval Reserve. Included among these are Congressional hearings leading to the Military Justice Act of 1968, the Naval Reserve Phased Forces Study, the Naval Reserve Association, the Judge Advocates Association, the Federal Bar Association, the Navy League of the United States, the United States Naval Institute, and many other groups and organizations interested in various programs and activities of extreme importance to seapower and to the United States Navy. During the period 12 through 25 August 1970, Captain Albright served on active duty for training at the request of the Director, Office of Naval Disability Evaluation, in order to edit a draft of the revised Disability Evaluation Manual. This difficult and complex task was accomplished expeditiously and comprehensively, entailing substantial additional time from his demanding legal practice. His duty performance was characterized by mature judgment, outstanding diplomacy, the highest degree of integrity, and professional competence. By his exceptional dedication, Captain Albright reflected great credit upon himself and the Judge Advocate General’s Corps, and upheld the highest traditions of the United States Naval Service.
