    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (SC) Henry Patteson Adams (NSN: 0-82521), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from September 1966 to July 1968, as Chief of the Supply Management Division, Supply Operations Directorate, Defense Supply Agency. Captain Adams’ responsibilities encompassed the unprecedented planning, directing, and management of wholesale logistics supply support of the United States Armed Forces. Demonstrating an exemplary knowledge of the detailed logistics policies and procedures of each element of the Armed Forces, Captain Adams contributed significantly to the accomplishment of the mission of the Defense Supply Agency by constantly anticipating and meeting complex and unusual demands during a period of rapidly expanding worldwide supply support requirements. He consistently developed and initiated program improvements and refined supply management procedures to meet the needs of combat forces in order to achieve sound economy and efficiency in the conduct of the Agency’s supply support missions. By his professional excellence, devotion to duty, and exceptional record of achievement, Captain Adams upheld the highest traditions of the United States Naval Service.
