    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Aviation Machinist’s Mate Second Class Keith P. Humphrey, United States Navy, for heroism while attached to the U.S. Naval Station, Rota, Spain. On the evening of 6 December 1979, Petty Officer Humphrey was alerted by noises at the door of his residence and discovered his neighbor, Delores Flores, in a near unconscious sate. Suspecting butano poisoning, Petty Officer Humphrey immediately went to her apartment in search of her young son. Disregarding all concern for his own personal safety, he entered the gas filled room where the discovered the young Flores child, who was unconscious and had stopped breathing. Petty Officer Humphrey quickly moved the child to fresh air and administered mouth-to-mouth resuscitation. The child responded and quickly regained consciousness. He then summoned another neighbor who assisted him in transporting the mother and child to the Naval Station Hospital for medical attention. By his quick, courageous action and clear-thinking, Petty Officer Humphrey prevented a possible loss of a life; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
