Alfred Richmond graduated from the U.S. Coast Guard Academy at New London, Connecticut, Class of 1925. From 1949 to 1954 he served as the 5th Assistant Commandant of the Coast Guard, and from 1954 to 1962 he served as the 11th Commandant of the Coast Guard. He was the first person to be awarded the Coast Guard Distinguished Service Medal. He retired as a U.S. Coast Guard Admiral in 1962.

    (Citation Needed) – SYNOPSIS: Admiral Alfred Carroll Richmond, United States Coast Guard, was awarded the Coast Guard Distinguished Service Medal for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Head of the United States delegation to the Safety of Life at Sea Convention in London in 1960. The singularly distinctive accomplishments of Admiral Richmond and his dedicated contributions reflect the highest credit upon himself and the United States Coast Guard.
