The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Commander Clifford K. Comer, United States Coast Guard, for heroism while participating in aerial flight on the morning of 9 May 1991. Serving as aircraft commander of Coast Guard HH-3F CGNR 1467, Lieutenant Commander Comer and his crew launched at midnight from Coast Guard Air Station Kodiak, Alaska, in response to a mayday call from the fishing vessel DORA H, which was capsizing and sinking in heavy seas 155 miles south of Kodiak. Despite unreliable navigation systems, 40-to-50 knot winds, zero ceiling and visibility, rain, and total darkness, he and his crew safely navigated to the scene of the survivors raft. For nearly an hour, Lieutenant Commander Comer maintained a manual, night over water hover with only a small fishing boat for external cues. He skillfully directed the hoisting of the four survivors through severe turbulence and 30-to 40- foot seas. Once the hoisting was completed, Lieutenant Commander Comer returned safely through the same severe weather to Kodiak. Lieutenant Commander Comer’s actions, aeronautical skill, and valor were instrumental in the rescue of four victims. His courage, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard.
