By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Dean C. Scroggie, United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. First Lieutenant Scroggie distinguished himself by gallantry in action while serving with Company I, 28th Infantry Regiment, 1st Division, American Expeditionary Forces, in action near Exermont, France, 8 October 1918. He rendered valuable assistance to his company commander by reorganizing two platoons that had been twice attacked and led them successfully in the assault across an open plain swept by grazing fire of hostile artillery and into an area infested with hostile machine guns, when he was mortally wounded.
