The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Army Distinguished Service Medal to Major General Charles Andrew Willoughby (ASN: 0-4615), United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Chief of Intelligence US Forces Far East, in Korea, from June 1950 to May 1951. (This award supersedes the award of the Silver Star (Second Oak Leaf Cluster) to Major General Willoughby, for gallantry in action from July to October 1950, published in General Orders 73, Headquarters, Far East Command, 26 November 1950.)
