(This award supersedes the award of the Silver Star (Second Oak Leaf Cluster) to Major General Willoughby, for gallantry in action from July to October 1950, published in General Orders 73, Headquarters, Far East Command, 26 November 1950.)

As Assistant Chief of Staff, United States Army Forces in the Far East, General Willoughby displayed extraordinary courage, marked efficiency and precise execution of operations during the Papuan Campaign. His gallant leadership, extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
