The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant William J. Babcock, United States Army, for extraordinary heroism on 2 April 1865, while serving with 2d Rhode Island Infantry, in action at Petersburg, Virginia. Sergeant Babcock planted the flag upon the parapet while the enemy still occupied the line; was the first of his regiment to enter the works.
