Headquarters, U.S. Army-North African Theater of Operations, General Orders No. 18 (March 31, 1943)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Captain (Armor) James K. Stepro (ASN: 0-360885), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company H, 2d Battalion, 1st Armored Regiment, 1st Armored Division, in action against enemy forces in January 1943. After constantly exposing himself to enemy fire, both from air and ground, while locating and directing fire on the enemy in the Tunisian campaign, he issued necessary orders to his command when it was forced to withdraw, covering the withdrawal by fire from his own tank. He then dismounted, sent his tank out of range and disregarding his own safety remained under heavy enemy fire to direct evacuation of crews of burning tanks. Captain Stepro’s extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 1st Armored Division, and the United States Army.
