    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Colonel (Infantry) Ross Berry Smith (ASN: 0-7366), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of the 2d Battalion, 45th Infantry Regiment (Philippine Scouts), Philippine Division, in action against enemy forces on the night of 24 and 25 January 1942, in the vicinity of Abucay Hacienda, Bataan, Philippine Islands. Colonel Smith was in command of the delaying force whose mission was to cover the withdrawal of his Division. His command was attacked with such intensity that the flanks became exposed and his force became surrounded. Exercising strong leadership and consistently exhibiting gallant courage and determination, Colonel Smith led his force in a successful fight to escape the trap, after which he conducted it for even days behind Japanese lines to a position within our own lines. Lieutenant Colonel Smith’s extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
