The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant Charles Breyer, United States Army, for extraordinary heroism on 23 August 1862, while serving with Company I, 90th Pennsylvania Infantry, in action at Rappahannock Station, Virginia. Sergeant Breyer voluntarily, and at great personal risk, picked up an unexploded shell and threw it away, thus doubtless saving the life of a comrade whose arm had been taken off by the same shell.
