    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Field Artillery) Carl J. Savoie (ASN: 0-392418), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of the 3d Battalion, 21st Field Artillery Regiment, 21st Division, Philippine Army, in action against enemy forces in the vicinity of the Vamban River, Tarlac, Philippine Islands, on 1 January 1942. Captain Savoie maintained an artillery observation post in a position of enemy fire and in the face of repeated action by hostile aircraft and rifle and mortar fire. First Lieutenant Savoie’s extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
