    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Colonel (Field Artillery) James Clarence Rosborough, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of the 107th Field Artillery Battalion, 28th Infantry Division, in action against enemy forces near Hoscheid, Luxembourg, on 17 December 1944. Upon learning that a gun battery of his battalion was surrounded by the enemy, Lieutenant Colonel Rosborough quickly organized a small task force and led it in the direction of his encircled group. Encountering intense small arms fire, he then fired his sub_machine gun and directed effective fire of two tanks in eliminating the hostile resistance. Reaching the battery position, he led a vicious assault upon the numerically superior enemy force which resulted in 150 Germans killed and 40 prisoners captured. Lieutenant Colonel Rosborough’s extraordinary heroism, gallant leadership, and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
