Rankin, United States Army, for gallantry in action while as Commanding Officer of the 2d Battalion, 163d Infantry Regiment, 41st Infantry Division, in action against the enemy near Soputa, New Guinea, on 16 January 1943. The gallant actions and dedicated devotion to duty demonstrated by Major Rankin, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Colonel (Infantry), [then Major] Walter R. Rankin, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of the 2d Battalion, 163d Infantry Regiment, 41st Infantry Division, in action against enemy forces on 14 January 1943, during the Papuan Campaign at Sanananda, New Guinea. Lieutenant Colonel Rankin repeatedly made reconnaissances alone into enemy territory near Sanananda, well in advance of his own forces and within 30 yards of enemy positions. From an advanced point in the swampy jungle terrain he personally directed artillery and mortar fire, although within radius of the bursting shells and exposed to heavy enemy fire. Major Rankin’s outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 41st Infantry Division, and the United States Army.
