The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) Joe Leslie Payne (ASN: 0-413263), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of an Infantry Company of the 35th Infantry Regiment, 25th Infantry Division, in action against enemy forces at Guadalcanal, Solomon Islands, from 10 to 13 January 1943. During this period, Captain Payne led his company repeatedly in attacks on the enemy to aid the battalion in attaining its objective. On 11 January, Captain Payne displayed both initiative and aggressiveness in leading an attack on a key position along the enemy’s main supply line. The ultimate occupation of this position was accomplished with a minimum loss of life. During this action, the company was subjected to intense fire by the enemy. At one point, Captain Payne halted his troops and advanced alone on reconnaissance under heavy fire to high ground infested with enemy, in order that he could lead his troops successfully in an attack on the enemy positions. His company accounted for six enemy heavy machine guns and disposed of 103 of the enemy during this action. Captain Payne’s outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 25th Infantry Division, and the United States Army.
