The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Seaman William Bradford Stacy, United States Navy, for gallant and heroic conduct while coaling ship in the harbor of Cape Haiten, Haiti. One of the crew of the U.S.S. Rhode Island fell overboard, and, after catching a rope, had been forced by exhaustion, to relinquish his hold. Although the sea was running high at the time, Seaman Stacy, at the peril of his life, jumped overboard, secured the rope around his shipmate, and thus saved him from drowning.
