The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Lieutenant Colonel (Medical Corps) Walter P. Manning (ASN: 0-20056), United States Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States while serving at the Fort Mills Station Hospital, Philippine Islands, in action against enemy forces during the period from September 1941 to 11 March 1942. Colonel Manning was serving as Assistant Surgeon of the Philippine Department and was largely responsible for the organization and operation of field units of the Medical Corps in the Philippine Islands, He planned the training of medical units of the Philippine Army upon mobilization and the improvement of medical detachments for elements of the United States Forces. At the outbreak of hostilities, he supervised the execution of plans for expansion of hospital facilities in Manila. Later, on Bataan, he coordinated the operation and evacuation and hospitalization system in the rear area. His energy and foresight contributed greatly to a solution of the difficult problems of caring for sick and wounded. Lieutenant Colonel Manning’s intrepid actions, personal bravery and zealous devotion to duty at the cost of his life, exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
