The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Electronic Technician Second Class Dennis C. Dlabaj, United States Navy, for heroism while serving at Oceanographic Unit THREE, Keppel Harbor, Singapore. On 26 December 1989, upon observing a member of his command falling from a small boat into the rough waters and being swept away by the current, Petty Officer Dlabaj, with complete disregard for his own safety and fully aware of the personal dangers involved, unhesitatingly plunged into the rough waters and effected the rescue of his shipmate. By his courageous and prompt actions in the face of great personal risk, Petty Officer Dlabaj undoubtedly saved the victim from drowning; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
