The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Commander Clement Vaughn, United States Coast Guard, for extraordinary achievement while participating in aerial as Plane Commander of the Coast Guard PBY-5 Seaplane Number 189, during the establishment of Loran Service in the Pacific War Area, from 10 May 1944 to 26 January 1945.
