(Citation Needed) – SYNOPSIS: Lieutenant Commander Herbert J. Kelly, United States Coast Guard, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in salvaging the Liberty Ship S.S. WILLIAM B. OGDEN, which had grounded on a sand reef off the coast of India during World War II.
