Leon Telsey received a Law degree from the Harvard Law School in 1931, and was Chief of the Legal Department of the New York City Office of the Reconstruction Finance Corporation, when he was commissioned in the U.S. Coast Guard in World War II. After the war he continued to serve in the Coast Guard Reserve, and retired as a U.S. Coast Guard Reserve Rear Admiral in 1966.
