Worth Ross was appointed a Cadet in 1877 and was commissioned through the FIRST class of the School of Instruction of the Revenue Cutter Service. He was appointed Captain-Commandant in 1905, serving until 1911 as the 3d Commandant of the Coast Guard. During his tenure he was instrumental in establishing the U.S. Coast Guard Academy at New London, Connecticut.
