William Benkert graduated from the U.S. Coast Guard Academy, New London, Connecticut, Class of 1943. . He is fondly remembered as the father of the Coast Guard’s Marine Environmental Protection Program, and an annual award is presented in his name by the Coast Guard. He retired as a U.S. Coast Guard Rear Admiral in 1978.

    (Citation Needed) – SYNOPSIS: Rear Admiral William Michael Benkert, United States Coast Guard, was awarded the Coast Guard Distinguished Service Medal for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, culminating as Chief of the Office of Marine Environment and Systems from 1972 until 1974, and as Chief of the Office of Merchant Marine Safety from 1974 until 1978. The singularly distinctive accomplishments of Rear Admiral Benkert culminate a long and distinguished career in the service of his country and his dedicated contributions reflect the highest credit upon himself and the United States Coast Guard.
