Delbert Black was serving aboard the U.S.S. Maryland during the attack on Pearl Harbor, on December 7, 1941. In 1967 he was appointed the first Master Chief Petty Officer of the Navy. Upon retirement, he was the first enlisted member of the Navy to be awarded the Navy Distinguished Service Medal.
