The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral James Joseph Shannon, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Deputy Assistant Secretary of the Navy for International Programs and Director, Navy International Programs Office from July 2013 to October 2016. Rear Admiral Shannon’s inspirational leadership was instrumental in the execution support of Security Cooperation, Technology Security and Foreign Disclosure National Strategies. His relentless determination to enhance inter-military relationships, and to strengthen global partners’ capacities, resulted in $17.3 billion in new Foreign Military Sales to 146 countries, and the processing of 15,130 licenses for Direct Commercial Sales totaling $113 billion. Rear Admiral Shannon guided the implementation of the Maritime Theater Missile Defense Forum, a key enabler of enhanced interoperability of coalition combat systems, and established the architecture that achieved success during the first ever multi-national test event conducted in October 2015 on the Hebrides Range. Rear Admiral Shannon’s superior performance of duties highlights the culmination of 35 years of honorable and dedicated service. By his superior leadership, wise judgment, and deep devotion to duty, Rear Admiral Shannon reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
