Walter Carter graduated from the U.S. Naval Academy at Annapolis, Class of 1981. In his early career he was a Naval aviator, culminating with commands of the aircraft carrier U.S.S. Carl Vinson. He was the 54th President of the U.S. Naval War College in 2013, and from 2014 to 2019 he served as the 62d Superintendent of U.S. Naval Academy, retiring in 2019 as a U.S. Navy Vice Admiral.
