The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant [then Lieutenant, Junior Grade] Henry Humphries Osborne (NSN: 0-263936), United States Navy, for heroism and extraordinary achievement while participating in aerial flight as Pilot of a Plane in Fighting Squadron THIRTY ONE (VF-31), attached to the U.S.S. CABOT (CVL-28), during operations against enemy Japanese forces in the Pacific War Area from 16 July 1944 to 7 November 1944. Completing his twentieth mission during this period, Lieutenant Osborne contributed materially to the success of his squadron in the infliction of extensive damage on enemy shipping, airfields and installations. His skill, courage, and devotion to duty in the face of enemy anti-aircraft fire were in keeping with the highest traditions of the United States Naval Service.

Lieutenant Henry Humphries Osborne (NSN: 0-263936), United States Navy, was captured by Communist forces after he was shot down over Korea on 23 May 1951, and was held as a Prisoner of War until his release in Operation Big Switch on 3 September 1953.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Henry Humphries Osborne (NSN: 0-263936), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, Naval Support Activity, New Orleans, Louisiana, from November 1970 through June 1973. An officer of unique skill and resourcefulness, Captain Osborne was eminently successful in transforming a virtually inactive Naval Support Activity, which had been face with closure for many years, into an installation that is now capable of providing high quality support to the Commandant EIGHTH Naval District and to the recently established Naval Reserve Command. In addition, Captain Osborne developed sound plans to accommodate additional activities presently scheduled for relocation to Naval Support Activity, New Orleans. As a result of Captain Osborne’s initiative in providing and improving habitability, personnel support and recreational facilities for military personnel and their dependents, the activity has become an outstanding place to live and to work. His exemplary personal leadership and dedication reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
