Whitehair, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Military Government Officer, Gilbert sub-area from 23 December 1943 to 15 May 1944; and as Military Government Officer on the Staff of the Commander of the Forward Area, Central Pacific, and Commander Marianas, from May 16, 1944 to June 10, 1945.
