RALEIGH (CL-7), in action against the Japanese at Pearl Harbor, Territory of Hawaii, on 7 December 1941. The singularly distinctive accomplishments of Captain Simons and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Naval Service.
