Fulton, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Senior Medical Officer aboard the U.S.S. BOUNTIFUL (AH-9), during the invasion of Saipan, Guam, Peleliu, and the Philippine Islands, from January 1944 to December 1944.
