Haley, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of a mobile explosives investigation unit in the Pacific Ocean Area, from 12 June 1944 to 15 August 1945.
