McNeil, United States Navy, was awarded the Navy and Marine Corps Medal for heroic conduct in administering first aid to casualties while serving as a Corpsman attached to the Second Battalion, First Marines, FIRST Marine Division, in the Palau Islands, on 15 September 1944.
