The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Distinguished Flying Cross to Lieutenant. [then Lieutenant, Junior Grade] Ralph John Rosen, United States Navy, for heroism and extraordinary achievement while participating in aerial flight as Pilot of a Fighter Plane in Fighting Squadron EIGHT (VF-8), embarked in U.S.S. BUNKER HILL (CV-17), in action against the enemy Japanese forces in the Philippine and Ryukyu Islands Areas from 22 September 1944 to 12 October 1944. Completing his fortieth mission during this period, Lieutenant Rosen contributed materially to the success of his squadron in carrying out bombing and strafing attacks against enemy shipping and installations. His skill, courage, and devotion to duty in the face of antiaircraft fire and aerial opposition were in keeping with the highest traditions of the military service and reflect great credit upon himself and the United States Naval Service.
