Smith, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of Motor Torpedo Boat Squadron NINETEEN (MTB-19), in the Solomon Islands from 1 November 1943 to 23 April 1944.
