Conley, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Executive Officer, U.S.S. HARRIS (APA-2), during operations off Attu Island, Territory of Alaska, from 1 September 1942 to 23 February 1944.
