    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Commander [then Lieutenant] Joseph A. Roseman, Jr., United States Navy, for heroism in rescuing two enlisted men from drowning on 14 November 1944, near Oahu, Hawaiian Islands. With utter disregard for his own safety, he voluntarily and courageously dove overboard from his ship, then underway, and placed life jackets upon two drowning men and brought them to safety. His heroic conduct performed in the face of great danger to himself, was outstanding.
