The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Leo E. Therrien, United States Navy, for heroic conduct as Senior Salvage Officer during operations on Wreck No. 7 in Manila Bay, Philippine Islands, from 19 November 1945 to 9 January 1946.
