The President of the United States of America takes pleasure in presenting the Silver Star to Commander [then Lieutenant Commander] Francis M. Peters, Jr., United States Navy, for gallantry in action as Commanding Officer of a high-speed minelayer during World War II. Commander Peters carried troops and supplies into waters frequented by Japanese surface vessels and submarines. Although his ship was repeatedly subjected to aerial and submarine attack, he completed each mission without damage to his ship. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
