Owen, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Intelligence Officer on the Staff of Commander Motor Torpedo Boats, SEVENTH Fleet, in the New Britain and New Guinea areas from September 1943 to July 1944.
