The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Allan Rockwell McCann, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a submarine squadron commander in the Southwest Pacific during World War II. Captain McCann demonstrated exceptional ability and untiring devotion to duty, inspiring the officers and men under his command to the successful completion of dangerous and vital mission. As senior officer, he relieved his task force commander of many details and assisted in establishing the efficient operation of units.

(Citation Needed) – SYNOPSIS: Rear Admiral Allen Rockwell McCann, United States Navy, was awarded a Gold Star in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff, TENTH Fleet, and as Assistant Chief of Staff Commander-in-Chief, United States Fleet, from January to August 1945.
