Piper, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Ordnance Officer, Office of the Supervisor of Shipbuilding, San Francisco, California, from the outbreak of hostilities in December 1941 until 14 January 1945; and as Ordnance Officer, Pearl Harbor Ship Yard, from 19 January 1945 to the cessation of hostilities in September 1945.
