Strother, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Engineering Officer of the U.S.S. WASHINGTON (BB-56), operating against enemy bases and fleet units in forward areas of the Pacific from September 1942 through October 1944.
