Picken, Jr., United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Communication Officer on the staff of Commander Fleet Air Wing 4, in the North Pacific area from 26 May 1942 to 19 May 1944.
