Fetzer, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Navy Chief of Facilities Section, Priorities Division, Army and Navy Munitions Board, and subsequently as head of Products Branch, Resources Division, Office of Procurement and Material, May 1942 to June 1944.
